In the NRM Manifesto 2016-2021, the service sector was identified as one of the main areas for job creation. The sector realised significant development in the five years in review.
Tourism
The number of tourists to Uganda’s national parks increased from 196,768 in 2014/15 to 332,197 in 2018/19 translating in a revenue rise from Shs42 billion to Shs124 billion. Measures were undertaken to increase wildlife populations by controlling poaching and illegal wildlife trade through; electric fencing of conservation area boundaries, construction of elephant trenches long protected area boundaries and construction of crocodile exclusion enclosures (cages) in various spots to mitigate crocodile attacks.
Local tourism was promoted through initiatives like Tulambule.
Transport
Improved public transport through the revival of the national airline to increase direct connectivity of the country to rest of the world, expanded ferry services on all major lakes and increased the national paved road network by3088km.
Increased private investment in the transport sector, through tremendous growth in bus, taxi, boda-boda and truck services, which employ a big population of young people.

Financial inclusion
There was increased inclusion of Ugandans in the financial services sector through online transactions like mobile money, online banking and agency banking. Banking services were expanded under four broad segments namely Tier I (commercial banks), Tier II (credit institutions) and Tier III (microfinance deposit-taking institutions); Tier IV (micro-finance institutions and money lenders). Insurance product coverage was expanded in a wide range of areas like education, health and agriculture.
