KAMAPALA- The General Manager Uganda Oil Refinery Holding Company (UORHC) Limited has revealed that a number of projects are set to take advantage once the Uganda Oil Refinery Development takes off in 2022.
“All design and engineering procurements of these infrastructure projects are underway,” Dr. Michael Nkambo Mugerwa, revealed recently in a document seen by this website.
While speaking to stakeholders who attended the recently-ended oil gas conference, Dr Mugerwa provided an exciting update on the Uganda Refinery Development and Kabaale Industrial Park, giving hope that commercial oil activity may not be far from now.
According to Dr. Mugerwa, some of these projects also pass for partnerships in the coming year – 2022.
According to documents obtained by this website from a recently-ended oil and gas conference held in Kampala, other positives include:
Finalization of the Crude Oil Export Hub – FEED, execution of the FID (Final Investment Decision) and Uganda Refinery project at 97% completion.
The other processes include the FID set for 2022 and Commissioning for 2026. The Polymer and Fertilizer Industries who are meant to benefit from land allocation are awaiting the Land Allocation Policy which is under Board Review. The other institutions awaiting the same are; Attractor Industries, Light Industry, Agro-Processors – Farmer Sensitization through OWC, Warehousing & Logistics, utilities such as Power, water, industrial gas lines, infrastructure such as road networks, ICTs and services, wastewater treatment and solid waste handling projects.
The Uganda National Oil Company – UNOC reports that Uganda’s second International Airport (Kabaale International Airport) is at 60% physical progress.
However, key challenges include joint venture partner acquisition, project financing and megaproject execution.
Dr. Mugerwa says UNOC represents the commercial and business interests of the State in Uganda’s Oil & Gas sector, and themes in Partner Strategically, Invest in People and Build the Business
His assurance is that in the Midstream sub-sector, Uganda shall deliver the macroeconomic benefits of retaining within the country the petroleum products, petrochemicals & fertilizer value chains, emphasizing that a key UNOC driver is capacity building through National Content development and Technology Transfer.
In his briefing, Dr. Mugerwa said the Ministry of Energy and Mineral Development acquired 29.57 km2 (7,307 acres) of land to be developed into an oil and gas industrial park, in Kabaale, Hoima District – Uganda Land Commission: Land Lease to UNOC 49 years, automatically renewable.
