President Yoweri Museveni has directed Uganda National Roads Authority (UNRA) on the financing model for Bwizibwera-Nyakamba-Kabwoohe-Nsiika-Nyakashaka-Nyakabiriizi and Kanungu-Nyakishenyi-Kisiizi-Kebisooni roads.
In a letter dated September 7, 2021, the President gave a background of the roads as: “These roads are priority and were part of NDPII but rolled over to NDPIII due to limited financing.”
He added: “China Railway 18th Bureau Group Co. Limited, sometime back, approached me proposing to construct the above-mentioned roads under a pre-financing arrangement.”
The President explained that their (Chinese company) proposed interest-free pre-financing model will cover the cost of preliminary engineering, final detailed designs, mobilization and civil works, for a period of two years while the government of Uganda will provide budgetary allocations of these roads from the third year of execution.
The purpose of this letter, therefore, he wrote is “to direct that you negotiate and enter an agreement with China Railway 18th Group Bureau Co. Limited and have these roads constructed.”
“UNRA should, thereafter, budget for these roads from the 3rd year of execution, using their annual envelope from a period of two subsequent financial years. Ensure that quality is not compromised and the government gets value for money.,” he directed UNRA Executive Director, Allen Kagina.
