Early this morning, I woke up to a most exciting discussion on the Mwangaza Online Forum on the question of “Mass Line”, the national strategic tasks of the day, etc. I was very happy with the Compatriots. The Mwangaza Online Ideological Studies are proceeding very well.
As we move into 2024, Patriots should not be diverted into false debates and populist activity, but should concentrate on Mobilization work – mobilization as defined by President Yoweri K. Museveni in his November 2021 missive to the Central Executive Committee on the subject. We emphatically repeat today, “Concentrate on
Mobilization!”
What the President gave CEC, the Movement and the country was in effect a defining component of the Movement Mass Line – as compared and contrasted with elitist approaches and lines. The Mass Line encompasses Movement Ideology/Philosophy, Strategy, Tactics and Leadership – within the national specifics.
We should like to emphatically add, “Organize, Organize and Again, Organize!” An additional focus on organization issues is critical – especially in the face of a restless, reckless, irresponsible and ideologically disoriented elite.
As we have consistently reminded our readers several times over, the National Resistance Movement is a national liberation movement. It is a mass organization. Questions about the quality of its organizational work must increasingly coming to the fore. The weight of numbers is not enough to ensure that the Movement delivers on its responsibility. The quality of organizational work is equally important. As we stated in 2019, “Increasingly therefore, there is an objective need to strike a balance between the mass character of the Movement, and the deliberate strengthening of the quality of organizational work.”
Let us once again flag those elements of organization which are absolutely necessary in enabling the national liberation movement deliver on its fundamental historical tasks.
First, the essence of Organization work derives from Movement Ideology, Vision, Mission, Aims and Objectives, etc – which are enshrined in the Movement Constitution.
Second, the Ideology, Mission, Aims and Objectives, etc – translate into Duties and Responsibilities to discharged by Patriots, Political Leaders, Organs, etc.
Third, Duties and Responsibilities of Organization Work are divided into Duties/Responsibilities internal to the Movement, and Duties/Responsibilities of the Organization as a Leadership Entity in the Community:
Internal Organization Work covers: Ideology, Vision and Mission; Administration; Resource Mobilization; Ethics and Discipline.
External Organization Work covers: Mass Mobilization; Countering Opponents of the Struggle; Countering Hostile Propaganda and Agitation; Monitoring Implementation of the Election Manifesto; International Relations.
Fourth, as we have repeated on several occasions, perusal of the content of the Organization Work outlined above, it is clear that ideological clarity is at the heart of Organization Work. Ideological clarity is the anchor for political work. It is the DNA and software for political work. This cannot be overemphasized.
Without ideological clarity, our political class, elite and intelligentsia, render themselves irrelevant to the fundamental liberation processes of our people.
Fifth, the leadership of the National Liberation Movement is central to its success, and must be treated as such. The reader shall permit us to quote Martyr of the African Revolution Amilcar Cabral addressing the Congress of the Communist Party of Cuba in 1968 yet one more time (and there shall be several more times): “This means that in order to truly fulfill their role in the national liberation struggle, the revolutionary petty bourgeoisie must be capable of committing suicide as a class in order to be reborn as revolutionary workers, completely identified with the deepest aspirations of the people to which they belong.”
“This alternative – to betray the revolution or to commit suicide as a class – constitutes the dilemma of the petty bourgeoisie in the general framework of the national liberation struggle. The positive solution in favor of the revolution depends on what Fidel Castro recently correctly called the development of revolutionary consciousness. This necessarily calls our attention to the capacity of the leader of the national liberation struggle to remain faithful to the principles and to the fundamental cause of this struggle.”
The leader of the National Liberation Movement: must be absolutely ideologically clear; is the theoretician of the national liberation movement; is the strategist of the national liberation movement.
That clear leadership must be defended, preserved and replicated – to accurately guide our journey of transformation into the digital, nuclear and space age.
The undisputed leader of the Ugandan Revolution, absolutely clear theoretician and overwhelmingly successful strategist – in over 60 decades of struggle – is Yoweri K. Museveni. His critical guidance into the future, is a vital necessity for the continuing Revolution.
Sixth. The Movement must deliberately investment in Organization Work. This would enable the development of much needed all-round organizational competencies and abilities – to balance out against the mass character of the Movement. This is part of the building and consolidating of internal cohesion and strength – which is a condition sine qua non for take-off. It is part of the long and continuing struggle of the African people to secure our strategic interests, and insure our future.
The need to maintain focus on Mobilization and Organization Work is absolutely critical!
