Kampala, Uganda – June 13, 2023: Uganda Business and Technical Examinations Board (UBTEB) is revolutionizing the education landscape with its commitment to competence-based assessment and skills development.
Established under the BTVET Act, 2008, UBTEB has become a leading authority in streamlining, regulating, and conducting credible national examinations, offering Certificates and Diplomas in the Business, Technical, and Vocational fields in Uganda.
In line with the National Development Plan III and the TVET Policy 2019, UBTEB has recently introduced modularized assessment as a game-changer in Technical and Vocational Education and Training (TVET).
This approach allows trainees to shape their courses according to their interests and needs, providing a wide range of teaching activities for personalized learning. By identifying their strengths and specializing in specific areas, trainees gain hands-on skills that align with the demands of the ever-evolving job market.

The benefits of modular assessment in TVET are numerous. Trainees have the opportunity to continue their studies based on their unique interests, providing a customized learning experience. By linking their education with real-world expectations, trainees can develop industry-relevant skills, enhancing their employability upon graduation.

UBTEB’s Milestones:
UBTEB has achieved significant milestones in the implementation of the NRM manifesto, for instance.
One of the most striking accomplishments is the accreditation of a staggering total of 516 TVET providers as examination centers, guaranteeing access to TVET education across different districts of Uganda.
This accreditation, consisting of 144 public and 471 private TVET providers, not only ensures widespread availability but also standardizes the qualifications and awards offered.
UBTEB’s commitment to fostering a quality skilled labor force for industrialization is evident in its assessment of trainees for the prestigious UCPC, NC-Technical, Diploma, and Higher Diploma awards. These assessments cover various professional disciplines, including Physical and Biological Sciences, Technical and Vocational Disciplines, as well as Business professions.
In alignment with the NDPIII and the TVET policy of 2019, UBTEB has introduced modularized assessment for UCPC and NC-Technical level programs. This flexible mode of assessment encourages mass enrollment and allows interested citizens to participate in TVET training institutions more easily. The Board has successfully conducted modular assessments for National Certificate-Technical programs and Uganda Community Polytechnic Programs, accompanied by the development of modularized assessment guides for various academic programs.
UBTEB’s tireless efforts to provide employer-led TVET education are showcased through the formation of TVET assessment working groups (TAWGs). These groups, including Business and Humanities, Hotel, Agriculture, Tourism, Construction, Oil and Gas, Manufacturing, and others, ensure the provision of a competent, dynamic workforce that meets the demands of the industry. Collaborative efforts with key entities like ERA and Vision Group, coupled with the establishment of strategic MOUs, further enhance the role of the industry in conducting competence-based assessments and awards.
Recognizing the importance of continuous professional development, UBTEB has trained over 516 assessors and verifiers, consisting of experts and professionals from the industry, as well as instructors and lecturers. This comprehensive training program aims to enhance the professional competencies of assessors and verifiers, ultimately ensuring the quality assessment of TVET trainees.
In a digital age, UBTEB has embraced the use of ICT and the digitalization of TVET assessment processes. By automating all TVET assessment procedures, the Board not only reduces operational costs but also provides effective and efficient service to clients, aligning with the national e-governance and service delivery agenda.
Promoting gender equity in TVET is a priority for UBTEB. The Board ensures that assessment processes address gender-related aspects and cater to the needs of all candidates. Moreover, UBTEB has taken concrete steps towards inclusivity by establishing a Special Needs Unit, staffed with competent personnel to handle cases of candidates with special needs, gender-related issues, and HIV/AIDS awareness. This commitment to inclusivity fosters an environment where individuals with special needs can acquire hands-on skills, participate in productive ventures, and contribute to national development.
Looking ahead, UBTEB has ambitious future plans. The Board is currently constructing an Assessment Center that will house workshops and laboratories for practical item testing in assessments, while also serving as a one-stop center for TVET trainers in Uganda.
Additionally, UBTEB has acquired land from the Uganda Investment Authority to establish Incubation Centers, dedicated to harnessing hands-on skills acquisition, training, and the development of TVET assessors and verifiers.
Furthermore, the Board aims to roll out modularized assessment for TVET Diploma programs, starting from the academic year 2023/2024.
